Article The Discouraged Worker Effect during the Covid-19 Pandemic in Türkiye(Cambridge Univ Press, 2026) Demirtaş, Burak Kağan; Güney, GülThe Covid-19 pandemic has negatively affected labour markets, among other aspects of life. This study examines the impact of the discouraged worker effect during the pandemic, focusing on the Turkish labour market from 2018 to 2021. Although few studies exist on this topic, they rely on labour force participation rates, whereas our dataset includes direct questions and data specifically related to the discouraged worker effect, allowing for a microeconomic analysis. Probit regression results show that the discouraged worker effect was stronger during the pandemic, with job seekers being 1.6% more likely to become discouraged than before. Higher education levels generally reduce this likelihood, both before and during the pandemic. While age negatively correlates with discouragement, this effect diminishes with increasing age. Single women were more adversely affected than single men and married women than married men. Higher unemployment rates increase discouragement, as expected, while an increase in the unemployment rate has a greater effect on individuals during the pandemic period. More precisely, it examines how the history and theory of Ottoman architecture were initially established by Tanzimat (Reform) intelligentsia with the publication of Usul-i Mimari-i Osmani (Fundamentals of Ottoman Architecture) (1873). It addresses how the text was later comprehended and criticized by their successors, who utilized it to constitute their own vision of Turkish national architecture. By detailing the rise of the Turkish nationalist movement and the transition from Ottomanism to Turkism as the dominant identity, this article highlights the demand for the materialization of a national architecture as a component of the cultural construction of a national architectural style and the role of new public buildings as the site of nationalizing endeavors at the beginning of the twentieth century. This paper introduces an innovative framework for multi-robot localization, uniquely characterized by its onboard capability, thereby negating the dependency on external infrastructure. Our approach harnesses the inherent capabilities of each robot, enabling them to localize and synchronize their movements independently. The integration of cooperative localization algorithms with formation control mechanisms empowers a group of robots to sustain a predefined formation while following a linear trajectory. The efficacy of our framework is substantiated through comprehensive simulations and real-world experimental validations. We rigorously assess the system's resilience to localization inaccuracies and external disturbances, demonstrating its adaptability and consistency in maintaining formation under diverse conditions. Network embedding algorithms map the nodes into a low-dimensional space such that the nodes that are "similar" with respect to network topology are also close to each other in the embedding space. Real-world networks often have multiple versions or can be "multiplex" with multiple types of edges with different semantics. For such networks, computation of Consensus Embeddings based on the node embeddings of individual versions can be useful for various reasons, including privacy, efficiency, and effectiveness of analyses. Here, we systematically investigate the performance of three dimensionality reduction methods in computing consensus embeddings on networks with multiple versions: singular value decomposition, variational auto-encoders, and canonical correlation analysis (CCA). Our results show that (i) CCA outperforms other dimensionality reduction methods in computing concensus embeddings, (ii) in the context of link prediction, consensus embeddings can be used to make predictions with accuracy close to that provided by embeddings of integrated networks, and (iii) consensus embeddings can be used to improve the efficiency of combinatorial link prediction queries on multiple networks by multiple orders of magnitude.Article Citation - WoS: 5Citation - Scopus: 4Caring Piously: New Institutionalisation of Childcare Services in Turkey(Cambridge Univ Press, 2022-11-24) Dedeoglu, Saniye; Adar, Asli Sahankaya; Şahankaya Adar, AsllIn Turkey, Early Childcare and Education (ECCE) policy has never been prioritised in the social policy agenda and was even further pushed back with the welfare state's weakening role in the 2000s. The private sector, inaccessible for many, particularly low-income households, has tried to fill the significant gap in the supply side of these services. Municipalities and the Presidency of Religious Affairs (PoRA) have also recently become new actors in the provision of low-cost 'care services'. This article compares the quality of these services by examining the number of students served, regulations, infrastructure, curricula, cost, and staff. Although neoliberalism has had an impact on welfare regimes in the European Union (EU) context, more established welfare and gender equality regimes have modified those impacts, resulting in a new institutionalisation, based on non-institutionalisation, of childcare services in Turkey's national policy frame.
