Article The Discouraged Worker Effect during the Covid-19 Pandemic in Türkiye(Cambridge Univ Press, 2026) Demirtaş, Burak Kağan; Güney, GülThe Covid-19 pandemic has negatively affected labour markets, among other aspects of life. This study examines the impact of the discouraged worker effect during the pandemic, focusing on the Turkish labour market from 2018 to 2021. Although few studies exist on this topic, they rely on labour force participation rates, whereas our dataset includes direct questions and data specifically related to the discouraged worker effect, allowing for a microeconomic analysis. Probit regression results show that the discouraged worker effect was stronger during the pandemic, with job seekers being 1.6% more likely to become discouraged than before. Higher education levels generally reduce this likelihood, both before and during the pandemic. While age negatively correlates with discouragement, this effect diminishes with increasing age. Single women were more adversely affected than single men and married women than married men. Higher unemployment rates increase discouragement, as expected, while an increase in the unemployment rate has a greater effect on individuals during the pandemic period. This paper introduces an innovative framework for multi-robot localization, uniquely characterized by its onboard capability, thereby negating the dependency on external infrastructure. Our approach harnesses the inherent capabilities of each robot, enabling them to localize and synchronize their movements independently. The integration of cooperative localization algorithms with formation control mechanisms empowers a group of robots to sustain a predefined formation while following a linear trajectory. The efficacy of our framework is substantiated through comprehensive simulations and real-world experimental validations. We rigorously assess the system's resilience to localization inaccuracies and external disturbances, demonstrating its adaptability and consistency in maintaining formation under diverse conditions. The private sector, inaccessible for many, particularly low-income households, has tried to fill the significant gap in the supply side of these services. Municipalities and the Presidency of Religious Affairs (PoRA) have also recently become new actors in the provision of low-cost 'care services'. This article compares the quality of these services by examining the number of students served, regulations, infrastructure, curricula, cost, and staff. Although neoliberalism has had an impact on welfare regimes in the European Union (EU) context, more established welfare and gender equality regimes have modified those impacts, resulting in a new institutionalisation, based on non-institutionalisation, of childcare services in Turkey's national policy frame.
