    Women's Tertiary Education Masks the Gender Wage Gap in Turkey

    This paper investigates the gender wage gap for full-time formal sector employees, disaggregated by education level. The gap between the labor force participation rate of women with tertiary education and those with lower levels of education is substantial. There is no such gap for men. Hence, existing gender wage gap studies for Turkey, where we observe lopsided labor force participation rates by education levels, compare two very different populations. We disaggregate the whole sample by education level to create more homogenous sub-groups. For Turkey, without disaggregation, the gender wage gap was 13% in 2011, and women are significantly over-qualified relative to men on observed characteristics. Once we disaggregate the sample by education level, we show that the gender wage gap is 24% for less educated women and 9% for women with tertiary education in full-time formal employment. Observed characteristics only explain 1 % of this gap in absolute terms. We further disaggregate the data by public and private employment. The gender gap is higher in the private sector. However, women with tertiary education in the public sector are significantly better qualified compared to men, and consequently the adjusted gender wage gap is higher for women with tertiary education in the public sector. Our estimates also indicate a rise in the gender wage gap between 2004 and 2011.

    The Role of Spatial Planning for Sustainable Tourism Development: A Theoretical Model for Turkey

    Planning concept is an important concept for realizing the benefits of the tourism sector for localities, public and environment. Planning is a broad term covering several stages from national strategic decisions to unique design applications. Spatial planning is an important aspect of planning with a focus on physical planning in various sectors as well as tourism. The importance of planning has increased with the prominence of a second concept; sustainability. Since the 1970' s, sustainability has continuously gained importance in all socio economic aspects of human beings. It is also important for the tourism sector as this sector has effects on the environment. This article tackles the role and importance of physical planning for the development of sustainable tourism concept. For this reason, a model is built for sustainable tourism development in Turkey as Turkish legislation system regarding planning and tourism should be improved in terms of sustainability. The aim of the article is to determine how to integrate spatial planning to sustainable tourism development and to decide the possible pathways within sustainable tourism development. The model considers all stages from large scale decisions to architectural design within a comprehensive manner. This model could be utilized to deal with all aspects of planning, such as policies, strategies, spatial decisions, building structuring, density, site planning and architecture.

    Social Mobility and Pro-Government Mobilization: The Case of July 15th Pro-Government Mobilization in Turkey

    What are the economic determinants of pro-government mobilizations? While recent studies have contributed to our understanding of the relationship between a defined set of economic variables and political unrest - including revolts, riots, and uprisings against the status quo - there has been relatively little attempt to understand how these models might apply to demonstrations in support of the existing regime, which remain an understudied phenomenon within the literature. The coup attempt, which took place in Turkey on 15 July 2016 and was organized by a religious movement within the Turkish military, led to widespread public protests which ultimately succeeded in overcoming the threat. This case affords us a valuable opportunity to study the phenomenon of pro-government mobilization and its political and economic underpinnings. By applying the theoretical contributions of the already well-established literature on social mobility, we argue that higher earnings, economic equality and social mobility will foster a greater likelihood of mass mobilizations in support of the regime. Our study contributes to the literature theoretically by extending the scope of the existing theories on mass mobilization and empirically by examining a rare case of pro-government mobilization in Turkey by using individual and regional level datasets.

    Rockfall Hazard Assessment Around Ankara Citadel (Turkey) Using Rockfall Analyses and Hazard Rating System

    Ankara Citadel which is one of the important cultural heritages in Turkey settles in the oldest part of Ankara. Rockfall event has occurred around the Citadel located on a steep hill where andesite is exposed. The rockfall problem causes a great risk to the surrounding area where road, school, floral shops, car parking. Therefore, the major aim of this research is to reveal the rockfall risk around the castle. The rockfall problems around the Ankara Citadel may be linked with weathering, freezing-thawing, earthquake, and cooling joints, and effects or combination of these in the rock units. The rockfall-related hazard at the Citadel is assessed by 2-D rockfall analyses along several profiles in this investigation. Field observations and stability analyses (kinematic and limit equilibrium) of the slopes reveal that there exist many blocks ready to fall down. Four different andesite block sizes measured in the field are separately analyzed on the basis of bounce height, fall-out distance, velocity and kinetic energy of the blocks. The obtained data are evaluated to define the possible rockfall-based hazard zones. Based on the danger zones acquired from the rockfall analyses, the removal of the fallen and loosen andesite blocks and the installation of catch barriers with suggested properties are recommended. Besides, the risk integrated into rockfall hazard rating system on the basis of structural and morphological criteria of the rock mass reveals that medium risk category to be mitigated by light remedial measures for the indicative protection exists in the study area.

    Convenient Site Selection of a Floating PV Power Plant in Türkiye by Using GIS-Fuzzy Analytical Hierarchy Process

    Floating photovoltaics (FPVs) are appearing as a promising and an alternative renewable energy opinion in which PV panels are mounted on floating platforms in order to produce electricity from renewable energy on water such as seas, dams, rivers, oceans, canals, fish farms, and reservoirs. So far, such studies related to the body knowledge on financial, technical, and environmental aspects of installation of FPV have not been performed in Turkey while expanding steadily in other countries. In this study, suitable site selection for installation of FPV power plants on three lakes in Turkey was studied by performing geographic information system (GIS) and the fuzzy analytic hierarchy process (FAHP) as multi-criteria decision-making (MCDM) method. This detailed study revealed that the criterion of global horizontal irradiance (GHI) was determined as the most crucial criterion for the installation of FPV on Beysehir Lake, Lake of Tuz, and Van Lake. Additionally, it was clearly seen that the Beysehir Lake had the highest value approximately 52% among other lakes for installation, that is why Beysehir Lake is selected as the best option for installation of an FPV system with this multi-criteria approach.

    A Multilevel Analysis of the Contextual Effects in Distance Education Outcomes During COVID-19

    The COVID-19 outbreak has forced countries to take extensive measures aimed at minimizing human contact. In this crisis period, distance education has played a crucial role in ensuring continuous learning. However, not all locations have had the same maturity level regarding infrastructure availability, and the city-level heterogeneity in socioeconomic structures might have impeded equal access to distance education. This paper focuses on the contextual dimension of distance education by a comparative approach between in person and distance education outcomes in Turkey. By a multilevel modelling approach, student outcomes are examined against a set of student-level and city-level determinants of academic success during the COVID-19 period compared to the same academic semester in the previous year. The findings support previous studies, discussing the long-term contextual effects on student outcomes and show that the digital divide between the rural and urban areas and income inequality are the main drivers of city-level variation in students' success during the pandemic.
